Biography

Fu Cheng was born in 1927 in Gaochun, Jiangsu, came to Taiwan around 1949 and graduated in political science from National Taiwan University. In the late 1950s he joined Free China as an editor and wrote a good many of its editorials arguing for an opposition party.

On 4 September 1960, when Lei Chen was arrested for organising the China Democratic Party, Fu was taken the same day, along with the manager Ma Chih-su and Liu Tzu-ying. Lei got ten years; Fu was sent for "reformatory education" and held for six years in all.

After his release he taught at university and kept collecting and editing the record of Lei Chen and Free China, writing down the story of the party that never came to be. In 1986, when tangwai figures secretly planned a new party, he was a member of the organising group; on 28 September the Democratic Progressive Party was founded at the Grand Hotel. Between 1960 and 1986 he took part in founding two parties. The first put him in prison. The second happened.

He died in 1991, aged sixty-four.
