Pan Xianwen was an eighteenth-century Kavalan Pingpu indigenous figure who occupied the frontier role of cultural and political intermediary between Han settlers and the Kavalan communities of the Yilan plain. As Han migration began penetrating the Yilan basin during the Qianlong period, individuals like Pan who possessed knowledge of both Han and indigenous languages became essential brokers for negotiating land use and administrative compliance. Pan facilitated communications between Kavalan communities and incoming settlers as well as Qing officials, helping manage the complex ethnic frontier in northeastern Taiwan. His career exemplifies the go-between who navigated shifting ethnic boundaries of Qing Taiwan — simultaneously protecting indigenous interests and serving as a colonial collaborator.
