Biography

Martinus Sonck, born in 1590 in the Dutch Republic, was a Dutch East India Company official who became the first formal Governor of Dutch Formosa during the brief year between the VOC's withdrawal from Penghu and his own death in office. He studied law at the University of Leiden and entered VOC service as one of a small generation of university-trained administrators who would shape the company's expansion into East Asia in the early seventeenth century. He rose through the VOC's Batavia administration and became a member of the Council of the Indies, the central executive body of the company's Asian empire. The VOC had seized the Penghu Islands in 1622 and built a fortress at Makung in defiance of Ming claims, provoking a prolonged military standoff with Fujian provincial authorities and the imperial court at Beijing. He was sent north in 1624 with explicit authority to negotiate an end to the standoff, arriving at Penghu in August to face a substantial Ming fleet and ground force commanded by the Fujian regional commander. Through a tense series of negotiations and diplomatic gestures he agreed in late August 1624 to evacuate Penghu in exchange for Ming acquiescence to a Dutch settlement on Taiwan, which was nominally outside Ming jurisdiction. He directed the relocation of the garrison and stores from Makung to Tayouan, a sandy island flanking the harbor of present-day Anping in Tainan, and initiated the construction of Fort Zeelandia on that site in October 1624. He laid the basis for an integrated VOC colonial administration on Formosa, including diplomatic outreach to the Siraya villages of the surrounding mainland and the regulation of Hokkien Chinese merchants and settlers around the new fort. He established the early framework for the VOC's relations with the indigenous polities of the southwest Taiwan plain, encouraging missionary contacts and beginning the exchange of gifts and acknowledgments that would later form the basis of the colonial Landdag assemblies. He died of illness in office in 1625, less than a year after the founding of the new colony, before the rudimentary fortifications at Tayouan had been fully completed. He was succeeded by a series of governors who would consolidate Fort Zeelandia, build Fort Provintia at modern Tainan, and expand Dutch control over much of the southwestern coastal plain over the next four decades. Sonck is remembered as the diplomat who negotiated the founding act of Dutch Taiwan, transforming a confrontation with the Ming empire into a permanent VOC presence that would shape the southwestern lowlands of the island for two generations.
