Yang Tingli, courtesy name Youxi, was a Qing dynasty official from Guangxi who passed the imperial examinations during the Qianlong reign and went on to serve multiple terms in Taiwan — developing an unusually intimate knowledge of the island across seven separate postings, earning the sobriquet seven crossings to Taiwan. During successive missions he ventured into the mountainous interior and amassed detailed intelligence on the Kavalan people of the Lanyang Plain, recognising the urgency of bringing the region under formal administration. As Han settlers poured into the valley during the Jiaqing era, friction between migrants and indigenous communities escalated, yet the court remained indecisive. Yang repeatedly memorialized the throne, arguing that only official governance could arbitrate competing claims and maintain order. In 1809, serving as Circuit Intendant, he led the formal establishment of Kavalan Sub-prefecture — the administrative foundation of modern Yilan County. He personally surveyed the terrain, negotiated with the descendants of pioneer settler Wu Sha, and designed the governance framework that mediated Han-indigenous relations. Beyond administrative construction, he promoted Confucian education in frontier communities. Venerated by later generations in Yilan as the patron of the region's civilisation, he exemplifies the Qing official who shaped northern Taiwan not by conquest but by persistent institutional perseverance.
